SUBJECT: Title Insurance Rates for Second Mortgages

As you are aware, we are seeing a large number of second mortgage or “piggy back” transactions these days.  Since there is additional liability on these policies, over and above the liability on a first mortgage policy, the second mortgage policy should be computed at first mortgage policy rates per your Rate Schedule.  They should not be treated as a simultaneous issue for rate calculation purposes.
